Subject: Property Tax & Rent Rebate Program Eligibility Changes
 
Certain federal civil service retirees hired prior to 1984 received a Social Security substitute pension, and therefore are often ruled ineligible for Property Tax & Rent Rebate in the Commonwealth. I believe that we should honor our workers service by allowing those who have a Social Security substitute pension to deduct 50% of their income for the purposes of eligibility determination. This would put them on-par with railroad retirees.

In 2015, this legislation passed through the House of Representatives with wide bipartisan support; however, it ultimately died in the Senate. It is my hope that both chambers will approve this proposal this legislative session in order to ensure eligibility in PTRR for individuals receiving Social Security substitute pensions.
