| I am preparing to introduce legislation that would require local Workforce Investment Boards (WIBs) to hold program providers accountable when they are the cause of a WIB’s failure to meet performance benchmarks. Under federal law, which provides much of our workforce development funding, local WIBs are given much of the discretion over which programs to fund in their service areas. Unfortunately, while the WIBs must meet overall performance goals negotiated with the State Workforce Development Board, it is not clear that individual program providers are held accountable when they are the cause of a failure to meet the WIB’s performance benchmarks. My legislation will amend the Workforce Development Act to require local WIBs to implement program accountability measures. Specifically, WIBs will have to identify the programs that caused a failure to meet performance benchmarks, and programs that repeatedly cause such a failure will be cancelled – so that the funding can be redirected to more successful or newer programs. Finally, WIBs will be required to include specific performance benchmarks in their contracts with program providers, so that they can hold providers accountable when they fail to meet these benchmarks.
