In the near future, I will introduce legislation that amends the Workforce Development Act to establish a Youth Employment Services Grant Program. In recent years, the number of employment opportunities, particularly summer employment opportunities, for teenagers and young adults has declined dramatically. Numerous studies and reports indicate that the decline in employment opportunities has disproportionately affected youth from lower income families. The inability for an individual to obtain employment and develop job skills in their formative years can have a lasting and negative impact on future careers. My legislation creates a grant program within the Workforce Development Act. The Youth Employment Services (YES) Grant Program will provide funding to nonprofit and tax exempt organizations that provide workplace readiness counseling, job training and employment placement services to teenagers and young adults from low income families. The program would be overseen by the Workforce Investment Board (WIB) in collaboration with relevant state agencies. YES Grants would be available to subsidize the cost of youth employment opportunities and provide job training, education and counseling services to participating youths. Helping youth from low income families prepare for and find meaning employment is the first step in helping them toward a bright and successful career.
