Subject: | Project Labor Agreements |
In the near future, I plan to introduce legislation banning project labor agreements on Commonwealth public works projects. As this Commonwealth continues to find ways to save money and address a structural budget deficit, this legislation would promote efficiency and competition in public construction contracts. In accordance with this goal, I will be introducing legislation barring the use of Project Labor Agreements on taxpayer-funded public works projects. As this legislature continues to debate appropriate levels of funding for the Commonwealth and ways to promote efficiency, this bill would ensure efficient competition for our public works projects, paid for with taxpayer dollars. Similar to the Executive Order implemented by the Governor last year establishing a competitive process for the procurement of legal services, this bill would prohibit the exclusive use of union or nonunion labor on public works projects through a Project Labor Agreement.
