In the near future, we will be introducing legislation to create a program to incentivize our communities to take steps towards implementing floodplain management plans. Our proposal will establish the Community Rating System Incentive Program (CRSIP) and will start with an initial funding goal of $4 million. Implemented in 1990 under the National Flood Insurance Program (NFIP), the Community Rating System (CRS) is a voluntary program for recognizing and encouraging community floodplain management activities that exceed the minimum NFIP standards. Any community in full compliance with the minimum NFIP floodplain management requirements is eligible to apply to the CRS program. Under the program, flood insurance premium rates are discounted to reward community actions that meet the three goals of the CRS, which are:
Overall, this legislation benefits the Commonwealth, local governments, and individual property owners by providing the tools to prioritize participation based on flood damage vulnerabilities, increasing opportunities to identify local and individual risks and then teaching how to minimize those risks, thereby protecting properties and enhancing public safety.
