Subject: Legislation Adjusting the Helmet Requirements for Pedalcycle Users
 
In the near future, I intend to introduce legislation amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, which would require children to wear helmets when operating a bicycle until they are 16.

Currently, children as young as 12 can operate a bicycle without being required to wear a helmet. According to a 2008 macro analysis from the journal Injury Prevention, helmet laws seem to correlate with an increase in helmet usage by as much as 30 percent. The Canadian Medical Association Journal found that cyclists who died of a head injury were three times as likely to be bare headed. If there is something we can do to reduce these unnecessary deaths, it is our responsibility to take action.
