In the near future, I plan to re-introduce legislation to alleviate county governments of mandates. This legislation was previously introduced as HB 2399 (Grove) during the 2013-2014 session. Under current law, any Cost of Living Adjustment (COLA) has to be retroactive which, depending on past increases, could lead to significant tax increases. Unfortunately, this places county commissioners and officials in a difficult position as either they raise taxes or leave retirees years in between COLAs. My bill allows the County Retirement Board to offer retirees a COLA attached to the Cost of Living Index which would allow retirees to receive a needed COLA without adversely affecting the taxpayers.
