Subject: Requiring 90-day Waiting Period for a Township Supervisor to be appointed Township Manager
 
I am reintroducing legislation that amends Act No. 69 of 1933, The Second Class Township Code. This bill requires a 90-day waiting period before a former township supervisor can be appointed township manager.

This legislation aims to address the circumstance in which a township supervisor loses re-election, resigns or otherwise leaves office, and becomes township manager very shortly thereafter. This proposal in no way prohibits a former supervisor from becoming township manager, but rather provides a “due consideration” period for the board to consider and assess the position and the qualifications of the appointment, while avoiding, to the extent possible, the appearance of a rapid-fire appointment.

This legislation was Senate Bill 1119 of the 2011-12 session of the General Assembly. Senators who co-sponsored Senate Bill 1119 were Alloway, Ferlo, Mensch and Rafferty.
