April 21, 2014 TO: All House Members FROM: Representative Robert L. Freeman SUBJECT: Co-Sponsorship of Memo—CRIZ legislation In the near future, I plan to introduce legislation that would amend the City Revitalization and Improvement Zone (CRIZ) law. Under the current law, only third-class cities with a population of at least 30,000 (with the exception of a city which has had a receiver appointed under Chapter 7 of Act 47) can establish City Revitalization and Improvement Zones. This population threshold leaves Easton, Hazelton, Johnstown, Lebanon, McKeesport, and New Castle out of participating in the program. As such, my legislation would drop the population threshold to 20,000, which would allow these other third-class cities to create a CRIZ.
