Subject: A Resolution Urging Pennsylvania’s Participation in the Affordable Care Act (ACA) Medicaid Expansion
 

In the near future, I plan to introduce a resolution urging Governor Corbett to reconsider his position against Medicaid expansion and accept Federal funding to expand Medicaid eligibility, as called for under the Federal Patient Protection and Affordable Care Act. This resolution is similar to HR 884 of 2012.

Expansion of Medicaid would not only provide the 613,000 uninsured Pennsylvanians with health care coverage, but it will generate up to $400 million per year in new revenue and cost savings. Medicaid currently covers only low-income children, their parents, the elderly and low-income people with disabilities. Expansion would:

  • Include individuals with incomes of less than 133% of poverty without the requirement of being elderly, disabled, or with minor dependent children;
  • Provide federal financing at 100% of the Federal Medical Assistance Percentage (FMAP) for all newly eligible adults for the first three years of the expansion;
  • Generate $50 million to $80 million per year in new state revenue between 2014-16 from the gross receipts tax on Medicaid managed care plans;
  • Save up to $230 million per year in state spending on General Assistance-related health insurance;
  • Save $80 million to $140 million per year in state spending on county-based mental health services; and
  • Save $30 million per year in state spending on “medically needy” Medicaid beneficiaries.
