An Act granting power to the Prothonotary of the Court of Common Pleas of Philadelphia, the Clerk of Quarter Sessions and the Clerk of the Municipal Court subject to the approval of the president judge, to fix fees to be received by them with respect to any proceeding, on the commencement of any action, the filing of any paper and the rendering of any service, and providing for fees and costs in arbitration and fees relating to the Office of the Court Administrator.
