An Act to facilitate the borrowing of money by counties, municipalities, school districts and authorities which are authorized to issue bonds or notes; providing for the creation and establishment of the Pennsylvania Municipal Bond Authority as a public body corporate and politic for the purchase of such bonds or notes and prescribing its powers and duties and for the issuance of its bonds or notes and for the terms, security and payment thereof.
