Senate of Pennsylvania
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: January 26, 2024 10:18 AM
From: Senator Lynda Schlegel Culver
To: All Senate members
Subject: Reauthorization of State Geospatial Coordinating Board (GeoBoard)

In the near future, I intend to introduce legislation that would extend the sunset of the Geospatial Coordinating Board by 4 years and make minor adjustments to the authorizing statute.  The GeoBoard sunsets on June 30, 2024.

Previous legislation, which became Act 178 of 2014, was signed into law to create the State Geospatial Coordinating Board and In June 2020, the operations of the GeoBoard were re-authorized through the enactment of Act 37 of 2020.  The Board’s focus is to provide advice and recommendations to the Governor and the citizens of the Commonwealth on geospatial issues and provide uniform data standards, coordination and efficiency in geospatial policy and technology issues among Federal, State and local government agencies, academic institutions and the private sector.

From its inception, the board has been successful in its mission and the members, who represent all levels of government and the broader community, want to continue its important work. Therefore, I am introducing this legislation to again extend the sunset of the Board by 4 years. I also intend to make some minor adjustments to the statute, made obvious through last year’s change in administration, including allowing not only the Governor to designate the chairperson and vice-chairperson of the board but also, allowing the Secretary of Administration or designee to designate those individuals. Another change worth noting is to clarify that existing members serve through a change in Administration until appointments from the new Administration are completed.

This legislation is supported by the County Commissioners Association of Pennsylvania. There is agreement among the executive departments and agencies that are a part of the board to share the cost for the executive director, and the addition of two more agencies as sponsors.

Please join me in co-sponsoring this legislation.
