In the near future, I will be introducing a resolution that directs the Legislative Budget and Finance Committee (LBFC) to study and issue findings concerning consolidated billing for electricity customers in the Commonwealth. As background, the General Assembly passed a bill in 1996 that restructured electricity markets. Given the change in the way electricity is generated and distributed over the past 20 years, an independent study of this issue is necessary. The study will include but not limited to a review of the 2018 administrative proceedings of the Public Utility Commission, report best practices from states that have implemented new regulations and/or statutes on consolidated billing, and focus on ways to provide additional consumer protections for customers. Given the recent focus on energy costs, reliability and billing the Legislature should have access to unbiased research to educate themselves and their constituents.
