Subject: Critical Mineral Impact Study
 
Critical Mineral Impact Study
 
            Soon, we plan to re-introduce resolution (SR229 previously cosponsored by Flynn, Argall, Phillips-Hill, Martin, Hutchinson, Gordner, Pittman, Stefano, and Robinson) requesting the Joint State Government Commission to examine the economic, environmental, and health impact of the potential development of the critical mineral industry in Pennsylvania.
 
            As our society continues to make technological advancements, the demand for the non-traditional materials that make these advancements possible has risen and will continue to rise. These critical minerals are base materials used in energy, medical, and defense applications in addition to consumer electronics.  
Currently, China dominates the global market, but does it in an unregulated and environmentally unsafe manner. The United States’ dependency on foreign import of these critical minerals puts us at a severe disadvantage when it comes to advanced manufacturing.
            Given the breakthroughs in the critical mineral reclamation processes at our very own Penn State University, Pennsylvania may be able to be on the forefront of the industry. The processes being researched at Penn State will have low environmental impact and assist in the reclamation of lands and water sources that have been negatively impacted by coal mining and natural gas production. The availability of these minerals in our own backyard may lead to a rebirth of Pennsylvania’s manufacturing industry. Therefore, it is vital that the Joint State Government Committee investigate the potential of this industry in Pennsylvania.
