| Subject: | Protecting the identities of PA Lottery prizewinners |
| In Pennsylvania, the names of individual winners of traditional Lottery games are designated as public information under the Right-to-Know Law. Act 42 of 2017, an expansion of gaming, exempts iLottery prizewinner personal information, creating a situation where the rules are being applied differently across various Pennsylvania Lottery products. Last session, Senator John Yudichak worked to address this inconsistency by allowing individuals to remain anonymous (Senate Bill 1163). You may recall the measure was passed unanimously by the Senate, but it was not considered by the House of Representatives. While transparency in Pennsylvania Lottery operations is essential, I believe it is equally important to protect lottery winners’ privacy and shield them from those who may be looking to exploit their good fortune. Under my proposal, a prizewinner’s municipality and county of residence would remain public information, but individuals would be given a choice as to whether they would like to publicly disclose their name and other identifying information, or keep it confidential. I hope you will join me as a cosponsor of this commonsense change to existing law. |
