Subject: | Free Fishing Licenses for First Responders |
In the near future, I will reintroduce legislation that passed the Senate unanimously last session (previously Senate Bill 272) to create free fishing licenses for 100 percent disabled first responders residing in Pennsylvania. First responders are a lifeline in communities throughout Pennsylvania. Even though there is nothing we can do that would adequately thank them for the valor they display on a daily basis, there are subtle measures that the General Assembly can undertake to show its appreciation. To qualify for a free fishing license, the applicant will need to provide written verification from their doctor, proving they are 100 percent disabled and that the disability occurred while in the line of duty. This legislation was inspired by a police officer and avid fisherman from the 33rd district, Rick Phillips. In 2010, Officer Phillips was severely injured in the line of duty while in vehicle pursuit of a suspect. Since his injury, Officer Phillips has become an active advocate on behalf of all disabled police officers. Offering first responders, who have been disabled while in the line of duty, an opportunity to participate in fishing activities for free is a small – but important – gesture to honor their bravery and express our gratitude for their sacrifice.
