Subject: PPA Revenue Distribution Change
 
In light of on-going financial oversight issues, we will soon be introducing legislation to shift on-street parking revenue generated by the Philadelphia Parking Authority (PPA) from the City of Philadelphia’s General Fund to the School District of Philadelphia (SDP).

Act 84 of 2012 requires PPA to annually disburse at least $35 million of on-street parking net-revenue to the city’s general fund. If PPA collects more money in meter fees, parking violations, or other methods, it is required to increase the base amount disbursed to the city. For example, in 2019, PPA sent the city $41.7 million from its on-street parking revenue.

Any remaining net-revenue from on-street parking operations is then disbursed to SDP. In 2019, SDP received $16.2 million, which was a $3.1 million increase from what it received in 2018.  This number fluctuates year-to-year and provides SDP with little certainty on how much it will receive. If on-street parking revenue decreases or operation costs increase, as was the case in 2020 due to the impacts of the COVID-19 pandemic, SDP may receive less money year-to-year.

Our legislation would change the order of distribution so that SDP would receive the first $35 million plus any increases in the base amount since 2012, and the City of Philadelphia would receive any remaining net revenue.
