| Subject: | Licensing of Plumbers & Plumbing Contractors |
| I spent my professional career working on plumbing projects that helped to deliver clean and safe water to millions of Pennsylvanians. During my time working as a Plumber and as Business Manager of Plumbers Union Local 690, I experienced first-hand the difference that good apprenticeship, education, and training programs make for developing high quality plumbers that can provide plumbing services that are done right the first time. My legislation will promote and provide a path for the next generation entering the Plumbing Industry. Please join me in co-sponsoring legislation that would protect the health, safety and economic well-being of all residents of the Commonwealth of Pennsylvania by requiring Plumber and Plumbing Contractor Licensing. This legislation would also positively impact all Plumbing and Mechanical Companies doing business in the Commonwealth, as well as give Pennsylvania workers the ability to seek employment in all jurisdictions in the Commonwealth. When a consumer contacts a plumbing tradesperson, they have an expectation that the person they are contacting has been trained, licensed, and possesses the technical ability to perform work on and install plumbing systems. Unfortunately, currently this is not the case. Often consumers hire untrained individuals to perform plumbing services only to be forced to pay a trained professional to perform the services in a workman like and code compliant manner. My legislation would give the consumer the ability to easily review a website to ensure the individuals they are looking to contract with are actually trained, licensed, and possess the skills to provide the services they are advertising. My legislation would also provide Plumbers and Plumbing Contractors doing business in the Commonwealth of Pennsylvania the ability to earn more plumbing work. Currently, contractors from other States enter Pennsylvania to perform plumbing services and plumbing projects because our contractors have no consistent form of licensing in our state. Moreover, when these contractors enter our State, the Commonwealth loses out on many of the tax dollars that Pennsylvania Contractors pay. There will be significant cost savings passed on to our consumers by allowing Plumbers and Plumbing Contractors to obtain only one license as opposed to having to acquire multiple licenses through all the Townships, Boroughs, and Counties throughout the Commonwealth of Pennsylvania. |
