Subject: Concurrent Resolution to RESCIND the P3 Board's Approval to Toll Bridges
 
We all know the serious impacts that tolling bridges would have on local economies, and we heard the outrage from constituents in the past when tolling interstates was proposed, including on I-80.  The Public-Private Partnership (P3) Board’s proposal to toll bridges along our interstates and freeways is no different on how it will negatively impact local economies.
 
Therefore, we are introducing a Concurrent Resolution to RESCIND the approval of the transportation projects adopted at the November 12, 2020 P3 Board meeting regarding the Major Bridge Reconstruction and Rehabilitation Program.  Essentially the P3’s November 12 Board decision will toll five to ten bridges on the Interstate System and freeways in the Commonwealth.
 
Title 74, Section 9104 (c) provides the General Assembly with the option to overturn a P3 Board decision if a Concurrent Resolution passes both chambers within 20 calendar days or nine legislative days, whichever is longer.  If both the Senate and the House adopt the Concurrent Resolution within the timeline by majority vote, the transportation project shall be deemed disapproved.
 
Please join us in cosponsoring this important Concurrent Resolution to disapprove the P3 Board’s decision to toll bridges on the Interstate System and freeways.  Actions such as this should be through a thoroughly, publicly vetted process and discussion, and not at the sole discretion of the P3 Board.
