Subject: Extending the Appeals Timeline for this Year's Court-Ordered County Property Reassessments
 
We are introducing legislation to provide reasonable extensions for statutory deadlines in the appeals process of a court-ordered countywide property reassessment during this public health emergency.

Delaware County is currently undergoing a county-wide reassessment ordered by the county Court of Common Pleas. Property owners will receive their official assessments on July 1, and will have 40 days to appeal their assessment after receiving their notice. Under current law, the county assessment board must act on all appeals no later than October 31 and certify the new assessment rolls by November 15.

The coronavirus pandemic has caused massive disruption to our families, businesses, and local governments. In this environment of fear, breaking news, and many important government updates, it is as easy to miss the required appeals deadlines as it is difficult to get on the phone with offices that are closed and county workers that are sick. Property owners deserve an extension to file their appeals given the extenuating circumstances.

This legislation would allow property owners to file their appeals until September 1st instead of August 10th, and would give the county assessment appeals board an additional two weeks to hear and act on appeals as well as to certify the new assessment rolls. This legislation would only apply to the COVID-19 disaster declaration and to counties currently undergoing a court-ordered reassessment appeals process, namely Delaware County.
