In the near future, I plan to introduce legislation that would amend our Veterans Preference Law in Title 51 (Military Affairs) by: *Clarifying the Definition of “Veteran” – re-naming it from “Soldier.” *Clarifying that an individual would have to complete their initial contractual military obligation with honor prior to qualifying as a “Veteran” (the law was intended to recognize military experience and training to get Veterans Preference, not merely completing Basic Training). *Enables service members who are transitioning from military service or are still serving in a reserve component and National Guard to submit documentation which will enable them to receive Veterans Preference. *Clarifying the transfer of Veterans Preference to spouses. *Removing references to promotions, as application of Veterans Preference to promotional opportunities was deemed unconstitutional by the Pennsylvania Supreme Court. *Requiring the Office of Administration to provide annual statistics to the Department of Military & Veterans Affairs (DMVA) and for DMVA to provide an annual report to the House and Senate State Government and Veterans Affairs & Emergency Preparedness Committees. This legislation - which builds on Act 71 of 2018 - is supported by the Department of Military & Veterans Affairs and the Office of Administration. |
