| Subject: | A Resolution to Study the Statutory Cap on the Pennsylvania State Police Complement |
| In the near future, I plan to introduce a resolution to direct the Legislative Budget and Finance Committee to conduct a study on the Statutory Cap on the Pennsylvania State Police Complement. Currently, the statutory cap to the Pennsylvania State Police complement is set at 4,719 sworn members. However, the last time that the Legislative Budget and Finance Committee released a study on this cap was in 2001. This study was a follow-up study to the one released in 1996. A lot has changed in our Commonwealth since 2001. The Pennsylvania State Police reported, in their strategic plan for years 2016-2018, that the PSP, “provides full-time or part-time coverage police service to approximately 66 percent of the Commonwealth’s municipalities, 60 percent of the Commonwealth’s roadways, 82 percent of the Commonwealth’s total land area, and 26 percent of the Commonwealth’s total population.” The PSP strategic plan also indicated an increase in workload for the PSP. They reported that, “a 3-year analysis of data for all Troops indicates an average growth rate of 3.3 percent per year for total incidents handled.” It is my belief that we are past due on having a new study completed to assess the Pennsylvania State Police’s complement, and what their needs are in order to keep our Commonwealth safe.
