In the near future, I will introduce legislation modeled on SB 760 of the 2015-2016 session, which former Senator Lloyd Smucker proposed so that Pennsylvania high school graduates who are undocumented immigrants residing here would have the opportunity to continue their educations. Under my proposal, undocumented Pennsylvania resident students who complete at least two years of high school here and graduate or obtain an equivalency certificate here would be eligible for resident tuition rates at state and state-supported schools, and would be eligible as well for PHEAA assistance at public and private schools in the Commonwealth. Even though immigration remains an often divisive subject, the benefits of such steps will not be limited to the students, but also will help their communities and our state as more young people are productively enabled to participate in them and to contribute their skill, knowledge and energy. More than a dozen states have adopted some form of Dream Act. I hope you will consider support for one in Pennsylvania. |
