I plan to re-introduce legislation that I had previously introduced in a prior session to provide cost savings to school districts. The legislation would modify Section 106 of the Public School Code to authorize school districts to advertise public notices in a more flexible manner. Elimination of this mandate which will provide needed relief to school districts by helping them better manage their legal advertising costs. Current law requires a school district to publish public notices in a newspaper printed and circulating generally in that school district. When such notice relates to any proceeding or matter in a court, pertains to the holding of an election for increase of indebtedness, or the issue and sale of bonds to be paid by taxation, the notice is required to also be published in a legal newspaper. In these difficult economic times, school districts need the ability to exercise maximum flexibility and the discretion to manage their costs. Additionally, print advertising is expensive for school districts. My legislation will provide districts with more flexibility in how to make these notices available by allowing for publishing public notices in a district newspaper, a newspaper circulating generally in the district, a legal newspaper circulating where the district is located, on the district’s official public internet website or that of a newspaper, or a community newspaper.
