In the near future I will be introducing legislation establishing an Independent Citizen's Commission for redistricting. In the bill, the newly established Independent Citizen's Commission will be tasked with holding public hearings and analyzing all necessary census data. They will then prepare and craft a final redistricting plan. The members of the Commission must then vote it for approval. The commission shall consist of: 4 individuals registered with the largest political party, 4 individuals who are registered with the second largest, and 3 individuals who are not registered with either of the two largest political parties in the Commonwealth (based on total registration numbers). There are a number of safe guards in place to prevent any conflicts of interest with respect to gaining certain political advantages during a redistricting. The General Assembly would then vote a resolution to adopt the final plan, with no opportunities for amendments. This is to provide a legislative function for finalizing the process and further protect the resulting plan against possible constitutionality challenges. Please join me in sponsoring this bill.
