In an effort to ensure proper property assessments are being carried out by the city real estate assessors, I am reintroducing Senate Bill 385, legislation that would strike the current exemption for counties of the first class from the certification requirements for employees charged with the valuation of real property for taxation purposes in the Assessors Certification Act of 1992. The purpose of my legislation is to ensure employees who are carrying out property assessments in the City of Philadelphia are properly trained in appraisals and assessments according to statewide standards set by the State Board of Real Estate Appraisers. In the bill, current employees of Philadelphia charged with property assessment responsibilities would have three years to become certified by the State Board of Real Estate Appraisers. Newly-hired employees would need to be compliant with the act as in the other 66 counties currently included under the act. This was the companion measure to House Bill 408, introduced by Representative Curtis Thomas last session, which passed the House unanimously.
