Subject: Soil Scientist licensing
 

In the near future, Senator Brubaker and I will be re-introducing legislation to amend the Act of May 23, 1945 (P.L. 913, No. 367) known as the Engineer, Land Surveyor and Geologist Registration Law, adding Soil Scientists to the list of professionals for which practicing persons must be licensed and registered. The legislation will not create a new board but will simply add professional soil scientists to an existing board and outline the requirements for licensing.

Numerous local ordinances along with state and federal regulations specify the need for soil science expertise from qualified soil scientists. Every day permits are issued for buildings, sewage systems, storm water facilities, landfills, biosolids application, and mining and drilling operations. Without qualified soil science expertise in the approval process, Pennsylvanians are exposed to such risks for erosion, structural instability and water contamination to name a few.

Licensing will validate that the professionals we rely on have the experience and education necessary to identify, evaluate, map, and prescribe means to protect soil as a natural body, while ensuring the integrity of soils for structure placement.

Co-sponsors in the prior session ( SB 1506 ) were Senators Pileggi, Brubaker, Schwank, Erickson, Rafferty, Greenleaf, Yudichak, Ferlo, Piccola, Wozniak and Yaw.
