MEMORANDUM

Posted: February 7, 2013 05:37 PM
From: Senator Patrick M. Browne
To: All Senate members
Subject: Collection of Delinquent Real Estate Taxes and Municipal Fees

In the near future, I intend to re-introduce two pieces of legislation that would help School Districts, Cities, Townships and Boroughs more efficiently collect delinquent real estate taxes and municipal fees.

Document #1

Introduced as SB633

Description: The first bill will amend the Municipal Claim and Tax Lien Law to refine and improve the process by which municipalities hire third party collection firms, improve the public information requirements of the statute and clarify ambiguities in the present law.

This legislation was introduced as Senate Bill 1208 of the 2011-12 session. Cosponsors of Senate Bill 1208 included:  Senators WAUGH, VANCE, MENSCH, RAFFERTY, SOLOBAY, BOSCOLA and WASHINGTON.

Document #2

Introduced as SB634

Description: The second bill will amend the Real Estate Tax Sale Law to eliminate the payment of unnecessary commissions where taxes are collected directly by the school districts and municipalities, thereby increasing revenue to school districts and municipalities.

This legislation was introduced as Senate Bill 1207 from the 2011-12 session.  Cosponsors of Senate Bill 1207 included:  Senators WAUGH, VANCE, MENSCH, RAFFERTY, SOLOBAY, BOSCOLA, DINNIMAN and WASHINGTON.
