Subject: Neighborhood Improvement District Management Association (NIDMA) amendment
 
In the near future, I plan to reintroduce SB 1589 from last session, legislation that would amend the Community and Economic Improvement Act (Act 174 of 1998), which established neighborhood improvement districts (NIDs) in cities of the first class.

When a nonprofit development corporation or other nonprofit corporation has been established specifically to serve as the NIDMA for a NID, current law allows that the board be comprised of an odd number of members between five to nine. My legislation would increase the number of board members allowable under Section 6(d)(3) to an odd number between 5 and 15.

Organizations functioning as NIDMAs generally have small operating budgets and very active boards. The purpose of this legislation is to allow for greater participation by more people being assessed by the NID, as well as to alleviate the cost of operations and encourage a greater number of board members to share the load of work in helping the NID.
