Subject: Establishing an Advisory Commission to Develop a Comprehensive Plan for Public Education
 
As the Commonwealth Court ruled in February 2023, Pennsylvania has a long way to go to fulfil its Constitutional duty to deliver a thorough education system for all students. As a legislature, we should always be looking to provide the best possible education for our students, as these students need the proper support and resources to maximize their potential and the future of our state. We should listen to a diverse group of voices on this matter to identify the problems that exist within our public education system and then develop innovative solutions to meet the needs of our schools, faculty, and students.
 
My resolution would urge Governor Shapiro to establish an advisory commission consisting of parents, teachers, school administrators, business leaders, higher education leaders, and legislators representing a balanced cross-section of the citizens of the Commonwealth. The advisory commission would provide specific recommendations to improve our public education system considering school funding, educator-to-student ratios, providing aid to financially distressed school districts, as well as potential revisions to the Public School Code of 1949 and recommendations for shared services and school district consolidation options.
 
Our current decisions regarding our public schools will have major effects on our students and their futures. We must develop a plan to ensure that all schools are receiving the resources they need to provide all students with high quality education and to acquire and retain qualified educators. This plan will consider the needs of school districts who are currently lacking the resources they need and how we can act efficiently to provide these resources.
