Subject: Explicitly Codifying Automatic Voter Registration at PennDOT
 
Time is precious. As we go about our days, we want errands, including voter registration, to be quick and easy. In September 2023, Governor Josh Shapiro made voter registration through PennDOT more seamless for Pennsylvanians getting driver’s licenses and identification cards by establishing a system of automatic voter registration.
 
Under this system, individuals are provided the option to opt-out of registering to vote when they apply for a driver’s license or identification card. Prior to the change, they had to opt-in. Voter registration continues to be optional, and PennDOT customers will no longer have to encounter an added barrier in the voter registration process.
 
I am introducing a bill to explicitly codify the governor’s efforts into state law. Our statutes already provide the governor’s administration the authority to determine the method for offering voter registration during the driver’s licensing process. My bill will clear up any perceived ambiguity with this law and explicitly require that PennDOT continue to offer streamlined, automatic voter registration to meet the needs of busy families in Pennsylvania.
