Subject: Title 66: Do-Not-Switch-Lists
 
 
In the near future, I plan on introducing legislation that is designed to protect elderly or vulnerable customers from potentially predatory sales tactics utilized by certain natural gas and electric suppliers.

This legislation will amend Title 66 to require electric and natural gas distribution companies maintain a “Do-Not-Switch List” of accounts, which may not be removed from default service to other suppliers at the request of the account holder or their power of attorney.  This would be done under the guidance of the Public Utility Commission and would help ensure that overly forceful sales tactics and unauthorized switching of suppliers (sometimes referred to as “slamming”), could not be utilized against some of our most vulnerable Pennsylvanians.
