Subject: Pennsylvania Work Opportunity Tax Credit
 
The federal government created the Work Opportunity Tax Credit in 1996 and it has produced great results for citizens across the country. One study found that the program increased employment rates among eligible groups by a significant 12.6% while another found veterans who qualify for the program found their wage income increase by 39.9%. Additional data shows that employees who participate in the program stay in their jobs longer than non-participants and do just as well in finding their next job once they leave the employer.

I will be introducing legislation to create a state match for the federal Work Opportunity Tax Credit. This will further incentivize employers to open opportunities to those who are looking for work. My legislation would allow employers that claim the federal Work Opportunity Tax Credit to claim a state credit up to 50% of the federal level for certain wages paid to individuals with barriers to employment.

The targeted groups for the credit include (1) an individual who receives or whose family receives Temporary Assistance for Needy Families; (2) veterans; (3) the formerly incarcerated or those convicted of a felony; (4) individuals experiencing long-term unemployment; (5) supplemental Social Security income recipients; (6) individuals whose families are recipients of Supplemental Nutrition Assistance Program benefits; and (7) an individual who is a vocational rehabilitation referral certified to have a physical or mental disability.
