Subject: A Holistic Approach to Trauma Support
 
It is no secret that trauma is detrimental to our children’s well-being. We can all agree that our schools are critical locations where our young people develop essential functional and social skills. Schools have invested time and resources to become trauma-informed learning institutions, however, we have not updated our processes for how schools become aware of, maintain, utilize, and protect this very important and personal information about student trauma.
 
It is for these reasons that I plan to introduce a legislative bill package aimed at providing a series of measures designed to support our children in the school setting. This series of legislation would, among other things:
 
  1. Establish trauma records as an eligible trauma-informed approach for school districts to receive funding under the School Safety and Security Grant Program;
 

  1. Direct the Department of Human Services to create pathways of communication between county agencies and school districts to share information relating to traumatic events;
 

  1. Require school entities to develop a comprehensive student mental health support plan.
 
Pennsylvania has previously worked to mitigate trauma that our children face, but now is the moment to fully achieve this goal.
