| Subject: | Combatting AI-Generated Child Sexual Abuse Material |
| With the rise of artificial intelligence impacting nearly every aspect of our daily lives, we as lawmakers have a responsibility to ensure that Pennsylvania’s laws do not fall behind. Recently, top prosecutors in every state have called for action in the wake of a new, despicable use of this technology. AI tools have begun to be used to generate realistic images of children performing sexual acts by training these AI with images of real children, including known victims of sexual abuse. While these repulsive “deepfake” child sexual abuse materials are already arguably illegal under federal law, we need to be sure that Pennsylvania’s laws leave no question that these activities are criminal and unacceptable. For this reason, I will be introducing legislation, amending provisions of our Crimes Code prohibiting child pornography, to ensure that AI-generated, “deepfake” child sexual abuse material is treated the same as any other illicit material. Companies responsible for the development of this emerging technology, including the CEO of the company that created ChatGPT and Dall-E have already called upon policymakers to act swiftly to “mitigate the risks” of these increasingly powerful and accessible tools. Canada, Australia, South Korea, and the United Kingdom already have laws on the books to combat these vile activities. I look forward to your support in putting a stop to the abuse of our children. |
