MEMORANDUM

Posted: June 21, 2023 05:32 PM
From: Representative Carol Kazeem
To: All House members
Subject: Charter School Reporting on Enrollment Changes of Students

Charter schools must report to the Pennsylvania Department of Education unexcused absences, but each one has individual enrollment and attendance policies, leading to inconsistent reporting, inaccurate data, and confusion about when a student has left the charter school to return to their home district or been adjudicated or moved to another placement.

To prevent these students from falling through the cracks and ensure accountability, my legislation would require a board of trustees for every charter school to report to the Pennsylvania Department of Education every fiscal year the number of charter school students who leave their charter school.

The time is now to close this loophole of students between public school districts and charter schools. Please join me in supporting this legislation to keep charter schools accountable and ensure every student is accounted for.

Introduced as HB1554
