MEMORANDUM

To: All House members
Subject: Disclosure of Artificially Intelligent Generated Content

Pennsylvanians have the right to know if the content they are consuming was created by a human or if artificial intelligence (AI) was used to create it.  AI is becoming a more prevalent component of our everyday lives.  However, as AI becomes more sophisticated, it will be impossible to verify the author of material and content produced.  In addition, the questionable veracity of AI content has the potential to spread false information or images.  This fabricated content could be used to scam or defraud Pennsylvanians.

This is why I have decided to introduce legislation that would require a disclosure on all AI generated content.  This disclosure will give people who are reading or viewing this content the information they need to make informed decisions and not be misled.  We cannot allow a future where people are unaware if they are interacting with a computer program or another person.

Thank you for standing with me as we begin to navigate the unknown waters that AI is creating.  Please co-sponsor this bill that informs Pennsylvanians and provides transparency and disclosure as AI content is produced in the future.

Introduced as HB1598
