Subject: Extending the Disaster Proclamation for the Interstate 95 Collapse in Northeast Philadelphia
 
On June 11, 2023, a tanker truck caught fire underneath Interstate 95 in Northeast Philadelphia. The extreme heat of the fire caused the collapse of a northbound bridge and damaged the structural integrity of a southbound bridge. As a result, all lanes in both directions between the Woodhaven and Aramingo exits on this portion of Interstate 95 in Northeast Philadelphia are closed indefinitely. This incident has severely disrupted a major artery for the entire region.
 
On June 12, 2023, Governor Shapiro issued a proclamation of disaster emergency in response to this incident which allows the Commonwealth to immediately draw down federal funds and move quickly to reconstruct this portion of Interstate 95. Under Pennsylvania’s Constitution, this disaster proclamation will expire after only 21 days unless it is further extended by the General Assembly. We must ensure that the Commonwealth continues to have the resources it needs and not allow this proclamation to expire until this portion of Interstate 95 is fully reconstructed.
 
To accomplish this, I will be introducing a concurrent resolution extending Governor Shapiro’s proclamation of disaster emergency. This will make it easier for the Commonwealth to continue securing federal relief funding and reconstruct the bridges as safely, efficiently, and quickly as possible. An extension will further allow continued use of emergency procurement and the suspension of bureaucratic “red tape” to get Interstate 95 moving again.
 
Interstate 95 is among the busiest highways in the Commonwealth, if not the entire Northeast region. Please join me in co-sponsoring this concurrent resolution to help reconstruct and reopen this portion of vital highway.
