MEMORANDUM

Posted: December 13, 2022 01:39 PM
From: Representative MaryLouise Isaacson
To: All House members
Subject: Online Platforms and Suicide

The internet has provided several positive attributes to our everyday lives, such as instant information and connecting with friends and family from across the globe.  Unfortunately, the internet has also provided avenues for bad actors to take advantage of vulnerable individuals.  On some web forums, people are encouraged to commit suicide.  While these forums are protected under the 1st Amendment of the U.S. Constitution, research must be done to curtail the impact of these forums and prevent further death.

My resolution will establish a task force to study these forums and recommend legislative and executive action to prevent people visiting these websites and committing suicide. The task force will include the Attorney General, the chairs of the House Judiciary, Health, and Human Services Committees; the secretaries of the Departments of Health and Human Services; and psychologists, cyber bullying experts, and suicide prevention advocates.

Research on these pro-suicide web forums is crucial as regulating them becomes a complicated legal issue.  Please join me in co-sponsoring this resolution so that we can limit the reach of these web forums, prevent further death, and protect vulnerable Pennsylvanians.
