MEMORANDUM

Subject: Free Tuition at PASSHE Institutions for School Board Members

School board members across Pennsylvania serve very important roles in their communities. They approve curriculum in schools, adopt annual budgets, ensure school facilities are provided to students and school employees, and levy taxes to financially support schools, among other duties. According to research, having a school board that demonstrates effective governance practices has a positive effect on student achievement and the school district as a whole. With the range of duties that they have, we need to provide school board members with the resources to gain or improve the skills required of their role to promote effective governance.

That is why I am introducing legislation that will allow school board members to enroll tuition-free at any institution within the Pennsylvania State System of Higher Education (PASSHE) in specified courses that have a connection to their role and responsibilities as school board members. This legislation will support students and school districts across Pennsylvania by creating more informed and effective school boards statewide.

It is important that we give school board members the ability to learn and refine the required skills of their role. I hope you will join me in supporting this legislation that will have long-term positive impacts on schools and students in Pennsylvania.

Introduced as HB2898
