House of Representatives
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: April 21, 2021 11:03 AM
From: Representative Malcolm Kenyatta
To: All House members
Subject: Washington D.C. Statehood -- No Taxation Without Representation

At least 10 states have sponsored resolutions or formal letters in support D.C. statehood and Pennsylvania should join that list.

Washington, D.C. was created in 1790 to serve as the seat of the federal government. Since the creation of the District of Columbia, the residents have continuously been denied their full set of rights as American citizens, even though they have the same responsibilities as every other individual in America. D.C. residents pay federal taxes, contribute to our national economy, and serve in the military, but are unable to control their own budget or have true representation in the United States government. Currently D.C. residents only elect a non-voting Delegate of the United States House of Representatives.

Every year since 1991, a bill has been introduced in Congress aiming to achieve equal representation for the 700,000 citizens of Washington D.C. This year it was introduced as H.R. 51.

For our union to thrive, the voices of all Americans must be represented. Therefore, I will be introducing a resolution as a show of Pennsylvania’s support for establishing Washington, Douglass Commonwealth as the 51st state, either through the enactment of H.R. 51 or any other legislation that may come before Congress. Please join me in showing the people of D.C. that their voices matter and the Commonwealth supports such an important and vital addition to the United States of America.

Introduced as HR102
