MEMORANDUM

Posted: December 11, 2020 02:58 PM
From: Representative Jason Ortitay
To: All House members
Subject: Taking the Judiciary Out of the Dog Law Fund

Please join me in co-sponsoring legislation that would address a long-standing issue with the interaction of fines under Act 225 of 1982, known as the Dog Law, and the Judicial Computer System Augmentation Account.

Under current law, all fines, fees and costs collected by the judicial system in excess of the amount collected from such sources during Fiscal Year 1986-87 are deposited into the Judicial Computer System Augmentation Account. These funds are then used to operate the statewide judicial computer system. The transfers include amounts imposed under Act 225 of 1982, known as the Dog Law, that would otherwise be used to fund the operations of the Department of Agriculture, which oversees Dog Law enforcement.

This legislation would address this issue by exempting fines, fees and costs under the Dog Law from being transferred to the Judicial Computer System Augmentation Account, which amounts to approximately $200k per year.

Please join me in co-sponsoring this important legislation.

Introduced as HB142
