Subject: | Amending the Harrisburg Intergovernmental Cooperation Authority Act |
Colleagues, In the near future I plan on introducing legislation that will amend the Harrisburg ICA act to establish a firm end date to the ICA and the attached extraordinary taxing powers. When Act 124 of 2018 was created and enacted the intention was that the City and the Intergovernmental Cooperation Authority would sign an agreement promptly and begin the five-year plan that the act lays out. Since its enactment, the city has shown no sign of being willing to comply with the Act and have refused to sign an agreement with the ICA. Therefore, I am introducing legislation to establish a firm end date for the Act of January 1st 2023. This would give the city the five years under the provisions of the act as if they signed the agreement in 2018 when Act 124 became law. This prevents the extraordinary taxes authorized by the act from dragging on indefinitely. Please join me in sponsoring this important legislation. |
