Subject: Federal CARES Act Distribution
 
The Coronavirus Aid, Relief, and Economic Security (CARES) Act was passed by Congress with overwhelming, bipartisan support and signed into law by President Trump on March 27th, 2020.  This, over $2 trillion economic relief package, delivers on the Trump Administration’s commitment to protecting the American people from the public health and economic impacts of COVID-19.

The CARES Act provides fast and direct economic assistance for American workers, families, and small businesses, and preserve jobs for our American industries.

The Commonwealth of Pennsylvania is expected to receive almost $3 billion in funding, but the CARES Act requires that the payments from the Coronavirus Relief Fund only be used to cover expenses that:
(1) are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID–19);
(2) were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the State or government; and
(3) were incurred during the period that begins on March 1, 2020 and ends on December 30, 2020.

Due to these statutory restrictions, this proposed legislation will ensure strict oversight to ensure taxpayers are not saddled with federal disallowances.  Specifically, this legislation will drive out dollars targeted to public health and safety:
  • $700 M for State Government
  • $500 M for Hospitals and Healthcare Systems
  • $400 M for local governments not eligible for the direct federal local government funds.
    • $200 M for municipalities
    • $200 M for county governments
  • $300 M for Licensed Nursing Homes
  • $300 M for EMS, Police and Fire Services
The remaining amount will be remitted to contingency fund and can only be appropriated by the General Assembly.

The State Treasurer shall be in custody of these funds and shall establish a reimbursement system to ensure funds expended meet the strict federal requirements.
