Subject: Tax Sales of Abandoned Properties
 
Abandoned and blighted properties all across the state are harming rural and urban communities alike, littering our communities with decrepit buildings that are unsafe for human habitation. In particular, blighted properties are a major problem in small towns, driving down property values of surrounding well-maintained homes and attracting crime that puts our citizens and our children at risk. According to the U.S. Department of Housing and Urban Development, “blight costs hundreds of millions of dollars in reduced property values and lost tax revenue and requires millions in safety-related spending.”

In order to protect Pennsylvanians from the negative impacts of abandoned properties, I will introduce legislation to require purchasers of such properties during a tax sale to enter into a redevelopment agreement with the municipality or a redevelopment authority to ensure that the property does not remain in poor condition.
