Subject: Study of Persons in the Commonwealth with Police Powers
 
I hope you will join me in sponsoring a study that I believe will serve to enhance public safety in our Commonwealth by better training professional police agencies.

Over decades there have been numerous non-traditional categories of persons authorized to exercise arrest and other police powers – including the carrying of firearms and use of deadly force. The training required of some of these non-traditional categories can vary wildly, although at the same time some of the categories may be obsolete, such as cemetery watchmen or horticultural exhibit police. I believe that the laws authorizing some of these non-traditional police categories can be repealed or consolidated with traditional law enforcement, while training requirements can be upgraded to modern standards.

To move forward, I am proposing that the Joint State Government Commission be tasked with conducting a study to identify all categories of persons in the Commonwealth who have been given police powers, detail the training requirements of each category, and determine whether any such categories would benefit from being consolidated or modernized. I hope you will join me in sponsoring this effort.
