Subject: | License Portability for Professional Licensees Entering Into Pennsylvania |
Often a licensed professional wishing to enter into Pennsylvania finds difficulty obtaining the license needed to practice their profession. This is especially true for military and their spouses who tend to move more frequently than the average citizen but is also seen by those in other states or territories. The delay in obtaining their professional license in Pennsylvania could mean a lack of income, lost employment opportunities or even a decision to not move into the state. Some licensing boards currently use a process called licensure by endorsement, which is the process for licensure based on their holding the same license in another state or territory, provided the requirements are similar. Our legislation requires all the licensing boards and commissions under the Bureau of Professional and Occupational Affairs to issue licenses by endorsement, and further provides for a provisional endorsement license to quickly move these professionals into the workforce without the delays we are currently experiencing. This will afford military, military spouses and other professionals greater ease in obtaining a Pennsylvania license and reduce the barriers to employment. This effort is important and is being sponsored in a bipartisan effort by both Majority Chair Hickernell and Minority Chair Readshaw. Please join our efforts to remove the barriers for licensees entering Pennsylvania and co-sponsor this much needed measure. |
