Subject: Resolution 19 – Rules Reform: Mason’s Manual definition of ‘germane’
 
In the near future, I will be introducing a resolution that will establish the Mason’s Manual definition of “germane” as the only definition used by the House to guide in determining when an amendment to a bill is germane.

This resolution is one in a package of proposed rules changes being promoted by Fair Districts PA.

Under this resolution, the House would still be the determiner of what is germane but adding the language from Mason’s Manual would make clear that to determine if an amendment is germane the question to be answered is whether the amendment is relevant, appropriate, and in a natural and logical sequence to the subject matter of the original proposal. To be germane, the amendment would only be required to relate to the same subject.

In the past the body has arbitrarily ruled on germaneness to rule out of order amendments that were in fact germane to the subject of the bill.

Again, my resolution is one in a package of resolutions promoted by Fair Districts PA. Your consideration and support would be greatly appreciated.
