MEMORANDUM

Posted: January 8, 2019 08:51 AM
From: Representative Tina M. Davis
To: All House members
Subject: Establishing the Municipal Water and Wastewater Authority Oversight Commission

Every consumer in this Commonwealth deserves the highest level of protection and a prompt response when experiencing a serious issue with a municipal water or wastewater authority. This is especially paramount when the issue involves serious damage to their property. Yet, too often seniors and hardworking families in this circumstance are left confused, frustrated, and with no place to turn.

Although the Pennsylvania Public Utility Commission maintains oversight over most public utilities in the state, their purview does not include municipal water and wastewater authorities. Creating the Municipal Water and Wastewater Authority Oversight Commission will provide a process for customers to initiate complaints and provide oversight ensuring transparency and timely action.

Establishment of this commission is required not only to provide oversight of the daily operations of municipal water and wastewater authorities, but to ensure consumers that their complaints will be handled in an efficient, just and expeditious manner. Please join me in providing this much needed protection for all Pennsylvanians.
